A Study on Competitiveness of Industry Cluster Based on GEMS Model--Taking Jiangmen Motorcycle Industry Cluster as an Example

　　There are two more factors,namely,government policy and society surroundings as surroundings factors pair,in GEMS model than GEM model,which make the factors complete.This paper talks about how to found the index system and select specialist to enhance the evaluation effect.Using this model we can conclude that Jiangmen motorcycle industry cluster is quite competitive,which owes to the good government policy,enterprise structure and domestic market.But it is weak in the aspect of facility,international market and social surrounding.What should do is to establish a motorcycle industry association and improve the auxiliary industry.
