Critically Analysis of Education Policy:Preprimary Education Voucher Scheme(PEVS) in Hong Kong
In 2007 the Hong Kong Government launched a subsidized policy on early childhood education Preprimary Education Voucher Scheme(PEVS),which covered financial support of tuition fees for parents,professional training for preschool teachers,and quality assurance mechanisms for preprimary institutions.It is a big leap and advancement in preprimary sector of Hong Kong.Such policy is not only able to lighten the financial burden of the parents,but also to enhance the quality of whole preprimary education in Hong Kong.However,numerous objectors argued about various aspects of the policy; they argued that the policy resulted in excessive marketization and competition,leading to a great number of kindergarten closure.One conesquence or outcome of this policy was to reduce the choices of the parents.On the other hand,quality assurance mechanism produced vast pressures and increased workloads for preprimary educators.This article critically analyzes the Preprimary Education Voucher Scheme (PEVS).Vidovichs hybrid framework of education policy analysis will be adopted as the analytic basis in this article.
