Quality of education:How Far is an International Consensus Conceivable?
What is meant by quality of education? In order to work towards an internationally shared consensus of quality it seems necessary to first address in some detail the question of the various uses of the term quality.Quality is universally seen as desirable.It is obviously something expected of education.Yet quality is an ambiguous term and often depends on the context.The Introduction touches briefly on the breadth of the meanings of quality.It points out especially qualitys similarities and differences to quantity.We then turn to quality content for education It is stressed how the perception of quality in educational content depends on a societys outlook and even on the global physical environment.Attention is also drawn to the dangers of confounding statistics about quality with quality itself.Assuming that sufficient agreement about good education has been reached bysociety at large,the ideal qualities thus imagined then need to be realized.
