Research on High-level Overseas Talents Management Under Soft Power Perspective
The introduction of overseas experts has become an important way to the Party Central Committee implementing the strategy of reinvigorating china through human resource development.Local governments have issued high-level overseas experts attracted public policies.But with the introduction of high-level overseas deepening,the policies are increasingly exposed to the problems.In this paper,by simulation and analysis the history of evolution and differences of high-level overseaspolicy system,human resources theory and the theory of public policy analysis are combined with locals reality to find out the decision-making limitations and problems of local governments.
