National Soft Power and International Cooperation on Disaster Mitigation--Based on Observation of China-ASEAN
Because ASEAN countries are one of the regions that natural disasters happened most frequently in the world,they have lost seriously.In recent yeas,ASEAN countries have tried their best to construct mechanisms on disaster prevention and mitigation,developing capacity.But lacking of capacity on disaster prevention and mitigation is still one of the serious threats of Non-traditional Security.China has a profound influence on International disaster mitigation cooperation in ASEAN region,therefore,China was welcomed warmly by ASEAN counties.It concludes that China should further enhance the level of regional cooperation with ASEAN,so China Must fully understand soft power play a key role in International Cooperation,it can eliminate the obstacles of cooperation by using soft power successfully.China should further its advantages,widening cooperation channels,changing cooperation manners,establishing comprehensive International disaster mitigation cooperation mechanisms more closely and effectively.
