　　Chinas energy resources enterprises going out strategy of theoretical analysis of the status of research and practice,pointing out that in todays complex and changing international environment,the hard power alone cannot achieve the going out strategic objectives,it is necessary to enhance the soft power to enhance the going out competitiveness point of view,and for country-led and energy resources under the guidance of foreign investment made with the soft power of influence factors to build a going out strategy means to achieve policy proposals.
