Thinking on Theoretical Issues of The Concept and Connotation and Forms of Regional Soft Power
By analogizing with the National soft power,and applying national soft power in research and development of regional competition,the regional soft power was put forward.It is based on the theory of the national soft power and the regional competitiveness.The regional soft power is the sum total of the power formed by various non-material elements,through integrating and optimizing the allocation of resources to areas of inside and outside of the region in order to achieve comprehensive,coordinated and sustainable development in the regional competition.The forms of the regional soft power mainly include cultural appeal,the appeal to outside of the region (commercial appeal),social cohesion,credibility of the government,the power of human resources,foreign influence,the regional innovation,and so on.Its constituent elements are divided into four categories:environmental factors,input elements (the elements of soft power resources),process elements,output elements (various specific powers of soft power); coupling environmental factors and input elements produces the regional soft power.How strong the soft power produced,depends on the process elements,which is the system and mechanism innovation within region.
