Crisis Management Theory and Its Enlightenment on the Legislation of Earthquake Emergency Response and Rescue Work
This paper studies crisis as the nature of the earthquake disaster by examining its cause,definition and commonality in the emergency response stage.In this respect,it resolves the problem of how to apply the crisis theory to the earthquake emergency response and rescue work,on the basis of which,it attempts to analyze the characteristics of the earthquake emergency response and rescue process:its complexities,its limitations,limits and the inter-correlation,by examining the four factors of the crisis.It then discusses the existing law and regulations on earthquake emergency response and rescue work through the theory of process in the crisis management and the 5P principles.It concludes by offering some suggestions on how to better the legislation,in the field of non-normal legislation,the establishment of the co-governance system,etc.Hopefully,this paper would assist in the legislation of the earthquake emergency response and rescue management to improve its efficiency and effectiveness,while laying special emphasis on both the prevention and the rescue work in Chinas disaster-prevention culture.
