Research on Evaluation System of Earthquake Emergency Preparedness Capability

  As is well known,earthquake often inflicts severe casualties and property losses.The occurrence of earthquakes cannot be reliably predicted by current technology,therefore the earthquake emergency and rescue is an important part of protecting against and mitigating earthquake disasters.Levels of Earthquake Emergency Preparedness Capability (EEPC)affect the effectiveness of the earthquake emergency work.The definition of EEPC is for the purpose of reduction of casualties and economic losses caused by earthquake.It concerns the levels of natural conditions,manpower,material resources,financial resources,and management capabilities of some region before and after earthquake.In this study,the evaluation system of EEPC is implemented based on five criterions,including environmental support capabilities,emergency resources support capability,social control capability,psychological response capability,and action execution capability.For every aspect,some evaluation indicators and affecting factors are defined to evaluate.Based on the evaluation system,an evaluation model is proposed.The application of this evaluation system and model will provide scientific basis to enhance earthquake emergency response capability and improve earthquake emergency management level of local governments.
