Evaluation Methods about Service Quality of Emergency Shelters for Evacuation in Cities
Effective evaluation about layout and service quality of emergency shelters can make great references for risk reduction and emergency management.However,open spaces located among multi-storied buildings were neglected during ordinary evaluation.Our paper proposed an identification method to pick out candidate emergency shelters from concentrated city areas based on urban land-use,buildings,and so on.Considering potential risk of topographical,geographical features,and other danger source,emergency shelters for evacuation were screened from those potential shelters by safety index we built.Accordingly,considering the distance and capacity of emergency shelters,accessibility and adequacy model was designed to evaluate service quality of emergency shelters.Finally,all the models were tested in Haidian district,Beijing,in China.Emergency management about evacuation planning and spatial governing scales were accordingly suggested in this study area.
