The Model of Emergency Response Capacity Evaluation for Large-scale Emergency Based on FAPH

　　The paper builds an emergency response capacity evaluation system according to the international assessment principles for emergent response capability and determines the index weight of all levels by using Fuzzy Analytic Hierarchy Process (FAPH).After then,the paper establishes the evaluation index set by the method of expert fuzzy scoring.Finally,by evaluating and calculating,the paper gets the level of emergency response capacity of the evaluated area.The example illustrates the process of evaluation of emergency response capability for large-scale emergency.The result shows that the method is an effective tool for large-scale emergency.
