Emergency Resource Ontology Modeling for HTN Planning

  Emergency resource modeling is significant in response to resource-constrained emergency decision-making issues.This paper proposes an emergency resource ontology modeling approach for Hierarchy task network (HTN) planning in emergency management.After studying emergency resource mobilization methods and emergency resource classification,the emergency resource ontology model based on OWL ontology is exploited to express the emergency resource information from multiple participating units.For material resources,a resource conversion rule ontology model is devised to express the conversion relationship of various emergency material resources.In the contrast,for human resources,a capability-based human resource modeling process is given to unify the measurement standard of emergency human resources.According the standard of HTN planning grammar,the application framework is designed to transforming the emergency resource information from the resource ontology model to HTN domain knowledge.
