Development of Earthquake Disaster Management Training System in China

Following Sichuan Ms8.0 earthquake and Qinghai Ms7.1 earthquake,needs of training aimed at swift,coordinated post-disaster response have been recognized by both the public and the authority of China.Although worldwide educational institutions and training facilities have developed comprehensive and detailed curriculums for civil defense troops,emergency medical service,and volunteers 1-7,when it comes to a disaster,especially a devastating earthquake,these experienced response human resources and other response assets need to be properly allocated and managed in order to reduce loss and to recover and rehab as soon as possible.The management of disaster response is critical.Under the cooperation between China and Japan 8,a prototype of earthquake disaster management curriculum has been created,demonstrated and further improved.This paper reviews the prototype curriculum and its development methodology,presents the demonstrative deliveries of the curriculum,and discusses the training effectiveness and further improvements.Learning from international emergency management experience and framework,focusing on the needs of trainees who work for Chinese government and institutions,a nation-wide-applicable earthquake disaster management training system with local-targeted,operable contents could be expected.
