Research on the Consistency and Polarization of the Nuclear Power Plant Accident Emergency Collaborative Decision-Making

Responsible departments are supposed to make timely and accurate determination of the nuclear accident emergency. Then due to the large number of organizations involved and wide range of areas during the process of nuclear power plant emergency,it will be difficult for the decision-making results to arrive at a settlement or the illusion of consistency will be caused by the polarization. This paper focuses on the interaction of decision-making individuals in nuclear accident emergency and explores how the decision-making results become consistent under the different styles of consultation size, leadership, public opinion and the information dissemination noise. The multi-agent simulation method and netlogo software are used to build evolution model to simulate the process of decision making in nuclear accident emergency, and the efficiency and effectiveness of consistency are observed accordingly.
