Assessing the Pre-disaster Economic Vulnerability to Disasters of Cities
Pre-disaster economic vulnerability assessment is a significant step in risk assessment,a prerequisite for effective disaster prevention planning and an important base for emergency management and recovery plan.Strong variation in economic vulnerability by location calls for microanalytic study,however,almost all researches on economic impacts of disasters in China have been carried out on highly aggregated units.This paper developed a model for the pre-disaster economic vulnerability assessment,and conducted a microanalytic case study of Haidian District in Beijing using enterprise data.The results show that the overall economic vulnerability of Haidian District is relatively low,74 out of 647 street blocks which account for 3.61% of the area of Haidian District are at the level of high and extremely high economic vulnerability.
