Key Elements and Framework Design for Scenario-response Based Emergency Management Integration Platform System

摘要：

　　The present paper introduces a Scenario-response Based Emergency Management Integration Platform system for emergency response and decision-making during crisis.The platform system is developed on basis of current Emergency Response Platform (ERP) system used in China.This paper proposes the systematic plan and framework design for next generation of ERP and discusses the related methodologies used for the integration of information,computation and application.This paper contributes to the improvement of ERP design by taking account into distributed computing and scenario simulation,which improve the capability of decision-making.An open information sharing platform that makes the public involved has been developed in system design,which plays an important role in controlling public opinions and enhancing the communication between government and the public.
