HTN Planning based Emergency Response Action Plan Development

  Action plan development is one of the most critical issues in emergency response decision making process.The emergency response commander is required to analyze the complex situations,to choose and reconstruct the related domain knowledge of the involved agencies,and to develop an efficient action plan aiming to completing a set of goals.This paper analyzes the emergency decision making process responding to catastrophes such as natural disasters or extreme events.The essential factors involved in the process are defined,based on which emergency response action plan development decision making problem is defined further.The methodology of emergency response action plan development based on Hierarchical Task Network (HTN)planning is proposed.Depending upon the hierarchical decomposing reasoning principle and the domain knowledge description capability of HTN,after an emergency event occurs,the commander team will identify event objectives first of all according to the current emergency situations,decompose the abstract composite task into lower level sub-tasks until the operational atom task,and eventually form an emergency response process and the associated emergency action plan.This paper further discusses the research opportunities for applying HTN planning in emergency management.We expect to construct a theoretical framework for HTN based emergency action plan development methodology for interested researchers to use for reference.
