Research on Risk and Crisis Management in Anti-pollution Mass Protest Incidents in China:Psychological and Behavioral Mechanisms and Prevention Countermeasures
The Governance of environmental pollution is a global challenge and it is broadened and deepened especially in developing country due to the demands of economic development,the bounded rationality,information asymmetry of enterprises and the risk of regulation capture.In China,the number of environmental pollution incidents shows a trend of rising.Meanwhile,the mass events of anti-pollution have occurred occasionally.This paper reviews pollution incidents data worldwide,especially the pollution complaints and the anti-pollution mass protest incidents data in China,and puts forth the opinion that Ostroms concept of choice can help explain why people decide to engage in protests about environmental conditions in China.Cases show that such mass events are caused by life-threatening environmental pollution and the invalidation of the formal complaints.And the psychological development of protestors corresponds to the process:grievous bodily or other harm raise discontents-the failure in official complaints exacerbate discontents-discontents turn into action and mass protests occurring.Therefore,adopting the information of sufferers complaint timely and responding effectively,improving channels of participation forums and the ability of multi-expression of the victims and formulating proper management information systems to inform management the sufferers demands of environmental benefit and the pollution information the sufferers provided and on a timely basis and within time schedules becomes inevitable and to intervene to prevent the environmental demands from tuning into mass protest actions.
