Indian Solar Initiative:Present Status&Way Forward

  India has been pursuing development of photovoltaic technology and its applications since early seventies.The emphasis of the national programme till a few years back was on meeting small energy needs in rural and remote areas and providing power for a wide range of other off-grid PV applications.Considering Indias own growing energy needs,a comprehensive policy framework has been announced in early 2010 by launching of the Jawaharlal Nehru National Solar Mission (JNNSM).The Mission outlines the roadmap for the development and utilization of solar energy in India and achieve grid tariff parity latest by 2022.The mission aims at installing 20,000 MW of grid-connected power plants and 2,000 MW of off-grid systems by March 2022,using both PV and solar thermal technologies.The mission is to be implemented in three phases.A number of policy initiatives including feed-in tariff for grid power,solar specific RPO,solar renewable energy certificates,subsidy for off-grid applications as well as a host of other incentives have been announced.The innovative feature of the Indian initiative has been selection of projects through bidding.Indian policies have created a positive environment for investment in grid power projects as well as manufacturing.It is expected that the Indian domestic PV market will grow significantly in the coming years to be in the range of 4-6 GWp per year by 2022.So far more than a GWp of grid solar plants have been commissioned.It is likely that the grid parity would be achieved in next few years.This paper describes the main features and the recent progress of the Indian policies,programmes under the JNNSM,lessons learned and the likely growth path for photovoltaics in India and the business opportunities.
