Efficiency Evaluation of Web Information Resource Allocation Based on Three-Stage DEA Model
The paper makes an empirical analysis on web information resource allocation efficiency of 31 provinces in China in 2009 by three-stage DEA model. The paper finds that technical efficiency (TE), pure technical efficiency (PTE) and scale efficiency (SE) are 0.874, 0.924, and 0.945 respectively in the first stage by BCC model. Through analyzing the influential factors on TE in the second stage by SFA approach, management factors play a dominant in websites, web pages, and the average web page bytes. After eliminating the influence of environment variables and the statistical error, the TE and SE decline while PTE increases by BCC model in the third stage. Through a comparison analysis between TE in the first stage and the three-stage by Friedman test, the paper confirms that it is necessary to adjust the input variables; TE measured by the three-stage DEA model is closer to reality than BCC model.
