摘要：

Based on the basic construction requirements of the project database by national scientific and technological achievements transformation pilot fund, the paper proposes three dimensional model of the achievement of science and technology information submission system from aspects of link model, organization model and data model while combining the current science and technology achievements management business situation, then to make a science and technology information collection framework design with further service in the transformation of the whole fund work and to promote the information resources development and utilization of scientific and technological achievements of.
