Research on the Distribution of Innovation Sources in Chinese Local Government Innovations: Taking Hangzhou as Example
The role of local governments in the process of Chinas reform and opening up always attracts the high attention of scholars both at home and abroad. As the institutional environment reform faces is undergoing profound changes, the current innovations of local governments become active probing into the prospects of government reform. Most researches of dynamical mechanism of local government innovations are still normative or empirical, especially lacking detailed analysis of drivers of local government reform at micro and intermediate levels, and a large number of theoretical assumptions lack empirical verification. Thus, it results the lack of explanatory power of the phenomenon of actuating mechanism of local government reform. Based on the theory of Innovation Source, this study thoroughly analyzes 317 innovational examples carried out by various functional departments of Hangzhou from 2006 to 2010, all examples having been divided into public product content innovation, public product supply mode innovation and government system innovation. The paper tries to analyze the distribution of function sources in all types of government innovation and to explain the differences in behavior patterns of local government functional departments caused by different distribution of innovation sources.
