Building Public Trust in Local Government in Transition China
Public trust in government has attracted wide concern from scholars in recent years. As for local government, its public trust directly determines national political legitimacy. It is a problem that cannot be avoided in Chinas construction of harmonious society in the new historical period. Therefore, the way to improve the governments public trust during its transformation period is a prominent issue that confronts Chinese government and scholars. This essay firstly makes a fine distinction among related core concepts like trust, credibility and public trust and explains them, pointing out the reasons for the study of public trust in government. Governments public trust is a complicated integrated system so that its study needs reference and application of related findings from many disciplines as well as generalization and summary of them. On the presupposition of following the dominant paradigm of politics, this essay makes full use of theoretical frameworks of administration science and ethics in explanation of public trust in government and attempts to offer a more comprehensive understanding of this issue. Any country should strengthen its credit management if it wants to improve its government public trust. Morality constitutes the foundation of solving issues. Thus, administrative staff should receive moral cultivation which will bring honest government officials and administrative staff with spontaneous administrative ethics whose public interest can be protected. In the current stage, institutional construction and improvement consolidates public trust in government, which seems to be more operable and realistic. This requires government to break off with the fetters of omnipotent government and turn to be a limited, law-based, transparent and efficient one. With the emergence of civil society, equal cooperation between government and society becomes possible and effective. The way to improve public trust in government becomes an issue of wide concern. In particular, government public trust is weakening because of incidents like milk powder. The end of this essay focuses on the way to build public trust in government so that government and citizens have faith in each other and solve problems in reality hand in hand.
