Public Value Approach: A Post—New Public Management Perspective

The theory and practice of Public Administration is in a transformative process. The New Public Management (NPM) as a paradigm propagated a shift in basic public service delivery values towards marketisation. More than two decades of experimentation of NPM globally, signaled the need for embarking upon a redefined approach. Overtime the global financial crisis, economic recession, failing markets, active citizenry and so on has generated debates on revisiting the existing framework. The contemporary times calls for moving away from economic challenges to broader societal concerns, networks in public governance with focus on actions that create public value. Mark H. Moore (1995) is credited with the propagation of public value framework and the central tenet of this is the utilization of public resources to increase the value in a manner analogous to value creation in private sector. The concept of public value has been examined from several perspectives in this paper. An attempt has been made to analyze the main tenets of public value paradigm, and contrast it with traditional public administration and new public management. The paper explores the linkages public value has with the traditional and new public management and its establishing synergy with collaborative and network governance. It touches upon the public value creation through citizen engagement initiatives and finally brings forth the issues and challenges relating to public value creation.
