Whither Community Participation: Community Development Society in Urban West Bengal

The article questions the very relevance of having state- created community structures in governance, specifically with reference to the working of one key invited space: the Community Development Societies (CDSs) which emerged as formally organized networks of poor slum dwelling women in urban West Bengal during the late nineties as part of a national urban poverty alleviation programme known as SwarnaJayantiSahariRozgarYojana (SJSRY). Based on empirical findings relating to their functioning on the ground, this article sheds light on the broader question of how much room for genuine community participation actually exists within a formal democratic setting. It also highlights the community experiences of attempting to engage with municipalities tapping their aspirations and anguishes. The results have significant implications for public administrators and theorists of community participation.
