The Professionalization of Subnational Government Employees: The Role of Public Sector Retirement Plans

As the BRIC (ONeill 2001) nations manage their expanding economies they are also continuing to take steps to develop an effective civil service that encourages stability, efficient and effective service provision, and overall progress. Cultivating a civil service workforce that is professional in nature and efficient in practice is a challenge, the characteristics of which are often unique based on a nations history, demographics, and the political environment. In the United States, efforts to professionalize public employment at the subnational level of government were made in the late 19th and early 20th centuries; efforts that, among other things, included the provision of competitive compensation packages designed to attract and retain qualified employees. One critical element of this package was and continues to be a robust retirement system aimed at creating parity between public and private wages, while also acting as workforce management tool for public employers. This article provides a historical perspective of the use of retirement benefits for recruiting, retaining, and retiring the public sector workforce in US state and local governments and details similar steps taken in Brazil, Russia, India and China, including the unique challenges faced by each nation.
