Research on the Fundamental Path to Optimize Democratic Evaluation System for the Governments Leading Cadres in China: The Application of 360-degree Feedback Based on Competency Model

Resent years, democratic evaluation system (DES) has been widely applied in multiple human resource management (HRM) activities in public sectors such as the leading cadres selection, annual assessment and executive team election etc. However, DES which is found on five elements-ethics (De), ability (Neng), responsibility (Qin), performance (Ji) and probity (Lian) encounters some problems. Therefore, this paper put forward the hypothesis that since the DES is similar in process with 360-degree (360°) feedback and in content with competency model, it would be possible to introduce both management tools of 360° feedback and competency model into the DES. We made careful study with literature research, case study and comparative study methods on the achievement and deficits of DES for the Chinese governments leading cadres (CGLCs) and the relationship among DES, 360° feedback and competency model, aiming at exploring the fundamental path to complement and improve DES-based on its existing practice-and the future development. By building competency model based 360° feedback system, we concluded that the new system would be with great value in evaluating the person to be assessed thoroughly and accurately as well as facilitating his/her ability development. We also carry out empirical study with field sample data.
