The Research of Public Sector Human Resource Competency Model Construction

This paper illustrates how to use the theory of competency model to explore the methods of building competency model of the public sector human resource management: The interpretation of organizational culture, the interview of behavioral event and questionnaire survey, and as a basis to improve public sector human resource management. First, the paper introduce the problems of public sector human resource management, then introduce the competency model theory, and after that, the paper expounds the specific methods of constructing the model, including the interpretation of organizational culture, the interview of behavioral event, questionnaire survey, the preparation and validation of model, and finally summarize the model construction method.
