Research on the System of Competition-for-posts

The system of competition-for-posts is a new way to select cadres in public sectors. It has gained popularity in China recently. The candidates come from inside of government sectors as well as external organizations. The managerial posts of public sectors are open to the society. This system not only makes the government more open, but also makes cadre selection more scientific and standardized. Meanwhile, it enhances the democracy of government from the view of politics. However, due to the defects in those regulations and other relevant factors, there actually exist some problems in the application of this system such as the qualifications are vague; the transparency is low level; the procedure is not normative enough. Therefore, it is necessary to figure out the ways to improve the system for better use in the future. Additionally, this system could be recommended to developing countries to improve the management of public resources.
