Probity in Governance: Towards Institutional Integrity
Increasing corruption in governance at the Centre and in the states in India is cause for serious concern. The plethora of scams as manifested in 2G Spectrum, Commonwealth Games, Adarsh Housing Society in Mumbai and Mining and Emaar Properties case in Hyderabad proves that what has come to the surface is only a tip of the iceberg. Corruption in public life corrodes belief in public systems and undermines the effectiveness of public services in particular and governance in general. It also destroys the character, encourages shortcuts of dubious legality and subverts established systems. This paper seeks to examine the extent of corruption in the four cases as mentioned and suggest necessary course corrections. The focus is on ensuring institutional integrity, probity, transparency and accountability in governance. Finally, this paper offers recommendations with a view to checking corruption in governance, strengthening institutions and restoring peoples confidence in the system.
