Challenges and Opportunities in Crisis: What is the Role of the Public Leadership?
This study gives a description of the impact public crises have on leadership through literature consultation and analyzes the predicament leadership encounters in crisis from the perspective of responsibility, public opinion and decision-making. Based on the interpretation of three types of predicament, this paper finds the deficits of leadership from the aspects of competence improvement, building a sense of mission and switching strategic thinking patterns, and attempts to find effective ways to eliminate the deficits of leadership. This paper argues that crises bring both challenges and opportunity for change, what the public leadership should do in crises is to face the deficit revealed by challenges and try to make it up, to determine its positions and increase the chances of turning crises into opportunities. In conclusion, the key to turn crises into opportunity lies in how to identify and improve the pivotal competence, build a mission shared by all and implement strategies that fit specific environment, that is, how to be a good practitioner, believer and strategists.
