Network Governance and Its Governance Instruments Innovation: Enlightenment and Challenges for China

摘要：

As a new form of public sector governance, network governance is the evolution of a trend for governance model. Compared to the traditional government pattern, it has the incomparable advantages. It has many specialization and flexibility in providing public services. It inevitably requires that the governance tools adjust correspondingly. In this paper, the author analyses the network governance mode comprehensively. Analyzing the effects of the network governance model on the government instruments. In the network governance model, the government will use procedural instruments more and more. In Chinese, it is an inexorable trend to increase the policy tools in government management. We must relocate the traditional governance tools, such as regulation. Increasing the use of social regulations; sharing knowledge and information by establishing the communication mechanism. And give full play to the role of the traditional guidance.
