Big Impact through Big Data: Potential of Big Data in the Indian Public Sector

With 35 states and union territories, 57 ministries, 640 districts, 4000 municipalities, 5517 subdistricts, 238054 Panchayats, and a population of 1.2 billion, the amount of data being exchanged among the different entities in the worlds largest democracy has been exploding. Add to it, 200 million Aadhar cards already issued, and another 400 million to be added by end of the year. The Indian governments database will be bigger than that of the Federal Bureau of Investigation (FBI) and the US visa entry system, which are currently the largest biometric databases the world over. Right from keeping a record of the data regarding births of citizens to the exchange of information among different ministries, trillions of bytes of information about citizens, electorates, environment, economy, administration, pensions, financial services, etc are being generated. Add to that the complexities of multiple regions, central policies, state policies, large number of ministries and departments. Governance in such a scenario becomes a herculean task. Such a wide set of data holds a lot of intelligence which has not been explored yet. Also as against manual tracking of data, we are seeing a big uptake of e-govemance and digital measures, which are only furthering the scope and quantity of opportunities that can be explored with so much data. This paper analyses how the science of Big Data can help in unlocking the hidden potential of analytics behind such a huge realm of data and play a pivotal role in the Indian governance system enabling the policy makers to implement citizen welfare policies in areas of healthcare, security, defence, income tax, excise, customs and census, among others.
