New Dimension of Leadership and Organization Strategy-In the Case of City of Kamaish, Iwate Prefecture, Recovery Support from the Great East Japan Earthquake
It is a long road to full recovery for Japan from the Great East Japan Earthquake. In light of this, it is expected that Japanese citizens will form a new image of the role of community and be responsible for acting on their individual concerns. In this paper, the factors for a new dimension of successful leadership and for excellence of local governance based upon new research in Japan are discussed. I have already approached some of these areas from the view point of Keypersonship in local government organizations. Keypersonship is a philosophy and practice of servant leadership, sharing power and developing trust between leaders and followers by focusing on their whole-soul (spiritual) essence. So far I have analyzed case studies in the U.S.A, China and Japan (Endo & Paules, 2011, 2010). This paper provides new findings based on intensive case studies in Japan and a new model for achieving high performance in public organizations. In the previous papers (Endo & Paules, 2011a-b), the Leadership Perspectives Model (M. Fairholm), the work of Greenleaf, Whitehead, Senge and the Situational Leadership Model (Hersey & Blanchard) contributed to the Keypersonship Model. This paper focuses on the cases in Japan, making use of both qualitative and quantitative research.
