Crisis Management and Government Function Transformation

摘要：

It is one of the important aspects of government function that government responds to the public crisis actively and enhance the ability of avoiding and reining all kinds of the risks. On the base of the understanding of the crisis and the crisis management, the author analyses the actuality and the current main problems of public crisis management in China. In order to respond to the challenges which governments public crisis management has met, the government should take some effective measures to strengthen overall public crisis management. The following countermeasures are put forward: establishing the public crisis managements mechanism of presentiment to improve the predictability of the public crisis; establishing the mechanism of rapid reactivity to enhance the ability of the government; establishing the authoritative organization and correlative system of treating with crisis to reinforce the scientism of public crisis management; mobilizing the masses to participate in curing crisis to improve the social-identity; promoting the circulation of information to improve the credit of the government; enhancing the construction of legal system to make the legalization of the public crisis management.
