Study on Emergency Risk Management from Perspective of Chinese Unexpected Public Events
Unexpected public incidents not only pose a serious threat to public life, health and property safety, but also a test to the government. The purpose of this study is to combine the characteristics of unexpected public incidents, and to explore the thinking of its emergency risk management. The risk management process is mainly applied in research. First, two factors that affect the risk, disastercausing factor and vulnerability are analyzed in order to estimate the risk. Then, contrast it with the social affordability. Finally, based on the risk assessment results, decisions can be made whether to take risk mitigation measures or not. The selection of risk mitigation measures is actually the selection of Risk mitigation portfolio based on cost-benefit analysis.
