Establishment of Chinese Government Emergency System from Perspective of Multi-element Joint Action
China is a country full of natural disasters and especially in the recent years, frequently happening disasters cause the nation many losses. It is a great challenge to the emergency management system that the possibility of public crisis becomes greater as the urbanization develops and social transformation goes ahead. At present, China has formed an emergency management system of coordination of central and local governments and different government departments. However, shortcomings still exist in practice, such as government failure, lack of systematization and order so that the government as a social governance subject doesnt act well in this point. So, it is very helpful to establish an emergency management committee which has the duty of integrated assessment, policy decision, information linking and coordination and resource Supply. In this committee, government is as the core and government, nongovernmental organization, community, enterprise, mass media, citizen coordinate harmoniously.
