Research on the Blocking Mechanism of the Transformation from Group Unemployment to Mass Incidents in China
The self-burning event of a Tunisian unemployed college student incurred a political tsunami in Arabian world, which is a wake-up call to various countries governmental administration. The selection of this topic has big significance. Applying the theoretical framework of government risk management, and based on the forming mechanism of mass incidents, this article carries out research on the blocking mechanism of the transformation from group unemployment to mass incidents in China. This article considers that the blocking mechanism consists of three processes blocking mechanism of management, prevention and control, and also consists of key elements intervention mechanism of psychology, information and public voice aroused by unemployment. Therefore, what need to be established and completed includes the following elements. The first is mass incidents management and employment promotion mechanism. The transformation from unemployment to big mass incidents is rooted in the group unemployment. We need to ascertain the measurable standard of mass unemployment and the critical point of survival pressure of the unemployed group, and then provide our support to them. The second is the monitoring and early warning mechanism of group unemployment risk dominated by government, including risk identification, alert source, alert rank and alert. The third is organization integration mechanism and information sharing mechanism.
