Structuring the Strategic Partnership Mechanism between the Government and Citizens in the Network Era in China

As of June 2011, internet users in China have reached to 485 million. About one third of Chinese citizens have become an important part of public life. The meaning and ways of cooperation between government and citizens, and the roles they play in the cooperation have changed in the internet age which demands government to share the power of administration with citizens. Internet has brought along a series of problems in the cooperation between government and citizens: easy accessibility of internet discourse makes it harder for government and citizens to reach consensus on cooperation, government negative events exposed by internet is constantly undermining public confidence over government^ digital divide leads to difficulties in cooperation, the anonymity and virtuality of internet increases the risk of cooperation. Effective ways of building strategic partnership between government and citizens in internet era are: build new roles between government and citizens based on equality, conversation, and counseling, build platforms and mechanisms for regular co-operations, rebuild trust between government and citizens, improve the construction of E-government, encourage public participation in internet, and create positive interaction between government and citizens.
