Some Problems about Participatory Irrigation Management: The Case of Antalya Irrigation Associations
Participatory irrigation management(PIM)has been considered as an important tool to confront global sustainable water management problems in agricultural irrigation. Like many countries around the world, Turkey has been reforming its water related services since 1990s. In the name of creating a participatory structure in irrigation management, a significant institutional and legal transformation process was experienced in Turkey. The aim of this presentation is to outline the transformation process within the light of institutional reports and legal documents, and to investigate the outcomes for the producers. In order to spot practical problems in implementation, a field study was carried out at Karaman-Duraliler, AksuPerge, Kirkgoz, BogacayiSagSah.il Irrigation Associations in Antalya. The data used in the paper was acquired through field observations, interviews with the farmers, and documents of the associations and DSI (State Aquatic Affairs Department). The main findings of the study show that important problems may arise about establishing participatory irrigation management systems and farmers may be harmed rather than collect the benefits of such transformation. A truly participatory structure has not been achieved, resources have been inadequate for the services, and the financial burdens of the producers have become heavier. Thus it is suggested that the nature of irrigation services should be reconsidered within the frame of public service principles.
