Study on the Countermeasures for Sichuan Natural Gas Industry Strategies from the Perspective of International Energy Security
The energy issue is a widespread concern in the world today, and its security is even closely related to the survival and development of a country. Before the reliable and effective alternative energy are to be found, the oil and natural gas will continue to be the most important energy resources in the world for the next decades. Although every country expects cautiously optimistic for the prospects of the international oil and gas resources, the interventions by the major powers, regional hotspots and international speculative have made the profound impacts of the oil and gas production and transportation network which indicates the obvious vulnerability of the international energy security. Based on a report in 2010 from National Energy Administration of China, the rate of Chinas dependence on foreign energy has raised to 57％ in its total energy consumptions. As one of the largest province in natural gas reserves and consumption in China, Sichuan province plays a very important role in Chinas energy system, whose strategies and measures adopted can provide some references for national energy system. By analyzing international energy state quo, Chinas energy policies currently implemented and on the basis of Sichuan natural gas industry characteristics, this paper concludes that firstly, the core competitiveness of Sichuan natural gas industries can be improved by optimizing natural gas industrial structure; secondly, its important to establish a stable pricing mechanism; thirdly, Sichuan Provincial Government should issue and implement favorable policies in supporting Sichuan natural gas enterprises in cooperation with the state-owned or international energy companies from the perspective of energy security both domestically and globally.
