Analysis on the Problems and Solutions in the Process of Land Sharing between Local Residents and Outgoing Resettlers in Reservoir Resettlement of Zipingpu Reservoir

In the process of Zipingpu Reservoir outgoing resettlers resettlement, resettles share land resources with local residents mainly through land adjustment, which makes the resettlers acquire the contracted land, private plot and homestead in resettlement area, and then government appropriates the production settlement fee according to the number of resettlers that village groups in resettlement area accept. However, not only does the governmentoriented land adjustment goes against the current rural land policy, but also some problems such as disordered interest distribution and the gap between revenue and expenditure among different interest parties exist in land adjustment. These problems mentioned above bring about the potential conflicts among different stakeholders and it will hinder the propitious implementation of reservoir resettlement in the future. Thus, based on the disadvantages of land sharing through land adjustment, the point view that resettlers shall acquire contracted land and homestead by land circulation is put forwarded, in addition. Furthermore, in the light of different level of government participation, land circulation is classified into three categories and each one will be introduced in this article.
