A Research on the Grid Allocation Model of Human Resources for Emergency
With the fast development of economy, the economic structure is readjusted constantly and the urbanization process speeds up. Moreover, the interests relationships between different classes tend to be more complicated and public emergencies occur frequently. Human resources for emergency play a central role in emergency management. The effectiveness and reasonableness of human resources allocation exert great influence over the whole process of emergency management. How to break the barriers between departments deserves research, aswell as how to realize effective human resources allocation for emergency within finite time. This thesis will apply the idea of grid management to the field of human resources allocation for emergency, and adopt the idea of grid to optimize the process of human resources allocation, so as to establish a scientifically rational system of human resources allocation for emergency and a model of human resources manning for emergency.
