Functional Transformation and Policy Innovation: The Experiences, Problems and Countermeasures of the Urban Community Elder Care Service System in Shanghai, China
While the market economy and the trend of population aging accelerate, establishing and improving a socialized senior citizen care service system with multiple participants has become a priority in the field of society development. Through the empirical research of Shanghai government-led, social multiple participation involved in Urban Community Aged Care Service System, this paper will reveal the multiple subjects role positioning, basic function and interactive relationship in current situation, and internal restrictive factors that social organizations are faced with. And then, the paper puts forward suggestions from the perspectives of transforming governments function, increasing public financial investment, optimizing supply mechanism of community elder care services and so forth, in order to improve urban community elder care service system, promote the balance, appropriate all-inclusion, convenience of services supply. This study has important theoretical value and practical significance for analyzing the achievement of government-society-market positive interaction pattern during the transformation of Chinas society management.
