Analysis of the Factors Influencing Public Decision Making within Local Governments in China-Based on Case Study of the Medical Reforms in Suqian and Shenmu

The process of public decision making within local governments in China has not been well-known to the general public for a long period of time. Where do these policies come from and what factors influence the implementation of public policies. In this article, the method of case study and comparative analysis is used to compare the background, causes, methods and results of the two medical reforms in Suqian and Shenmu and the related factors influencing decision making of local government regarding medical reform is discussed. A consensus framework for public decision making in local governments is built in order to define the key factor that influence the orientation of public decision making, with conclusion drawn.
