Policy Networks and Policy Outcomes: Empirical Analysis of Falsely High Drug Price
The article deals with the question of how policy networks structure and actors interaction affect policy outcomes. We propose an integrated model which combines policy networks structure, actors interaction, and policy outcomes together that are derived from the literature of these areas. An empirical analysis of falsely high drug price is used to test the integrated model. We first analyze the networks structure of regulating drug price and actors gaming which is basing on it; then influence of actors gaming on policy outcomes is analyzed; policy suggestions of adjusting the governing form of drug price is investigated at last. We draw the conclusion that actors in policy community has more direct influence on drug price, actors in intergovernmental networks, although they have the power to regulate drug price in theory, they can not decide the final outcomes in practice. Issue networks have the least power to affect drug price.
