The Research on Problems and Solutions of Administrative Culture in the Local Administrative Service Center of China
The local Administrative Service Center is a kind of organization differed from the other administrative organizations. It is a directly business-oriented, people-oriented and grass-roots sector of service and its administrative act is directly related to peoples fundamental interests and the image of the service-oriented government. Because the administrative culture of the local Administrative Service Center is directly felt by the people and the people will evaluate government according to the quality and the level of service in the service center. So the factor of administrative cultural plays an important role in the construction process of the local Administrative Service Center and should be attached great importance. There are conflicts and contradictions between the traditional administrative culture and the administrative culture under the market mechanism which would lead to cultural issues that hinder the development of local Administrative Service Center. Therefore, the original culture needs to be improved to adapt with new internal and external environment in order to promote the construction and development of the local Administrative Service Center.
