Study on Transfer Payment System in Realizing the Equalization of Public Service in China
The reform of Tax-Sharing System in 1994 changed the revenue pattern between central government and local governments and further intensifies the public service supplying disparity in grassroots governments. As an important part of Tax-Sharing System, transfer payment between central government and local governments should play positive role in promoting the equalization of public service. However, the transfer payment of China is not satisfactory. This paper analyzes the reasons why transfer payment cannot realize the equalization of public service and puts forward suggestion for this issue in China.
