Two to Tango: Monitoring Mechanisms in Practice: Implementation Impediments and IT-initiatives under MGNREGA in India

Performance of public policy programs depends as much on policy design as on proper implementation. Social protection programs are no exception. Monitoring and impact evaluation must be an integral part of implementation to achieve policy objectives and deliver larger social outcomes. Over the last decade, Government of India (Gol) has laid special emphasis on transparency and accountability frameworks through legislation to overcome bottlenecks in implementation and curb corruption to improve governance. For instance, under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), one of the largest social protection programs, a stringent monitoring mechanism has been put in place, both to realize the right to work and to mitigate leakages. Employing almost 55 million households and with an expenditure of over 8 billion US dollars per year in MGNREGA, necessitated the infusion of Information and Communication Technologies (ICT) for implementation, monitoring, transparency, accountability as well as engaging public participation. MGNREGA is a fascinating case study of infusing IT at every step of public administration and transforming egovernance to address some of the most nettlesome problems of public administration. The analysis attempts to highlights some of the IT innovations that have been initiated within the program over the last seven years, from a live Management Information System database to use of business correspondence models to deliver wages at the doorstep, setting a precedence to policy implementation in future.
