On Reconstruction of the Relationship among the Government, the Society and the Citizen in the Course of Social Governance Innovation in China

摘要：

Social governance innovation is an effective government tool in Chinas public administration during the period of the society transformation, which focuses on the extension and expanding of the public administrators from the government to the society and the citizen. It is a collaborative governing concept of government leading, social organizations cooperating and citizens active participation. Therefore, a manipulative approach adapted to Chinas practical context should be searched out to facilitate the role transferring and relationship adjustment among the government, the society and the citizen. Hence, it is of importance to define administrators legislative position with the boundary of the law, to adjust relations between different bodies in virtue of netlike communicative mode, to enable social organizations and the individual citizens, to strengthen the governments function of market maintenance, perfect integration of the rural and urban public service, and to cultivate public rationality to enable the government, the society and citizen to participate in social governance.
